Palestinian leader urges Israel to end settlement construction

   SANTIAGO, Nov. 25 (Finance Roll) -- Visiting Palestinian National Authority (PNA) President Mahmoud Abbas on Wednesday urged Israel to end new settlement construction as a precondition for reviving peace negotiations.
   After meeting with Chilean President Michelle Bachelet, Abbas told the press that Israel needed to stop the "illegal settlements in Palestinian territories."
   The two leaders issued a joint statement, stating the need to "reach a fair and long-lasting peace for the Palestinian issue."
   "The process must occur according to the solution of two states coexisting in peace and security," they said.
   Israeli Prime Minister Benjamin Netanyahu on Wednesday announced a 10-month freeze on the construction of Jewish settlements in the West Bank, saying the move was aimed at reviving the peace talks with the Palestinians.
   However, the construction freeze would not be implemented in  predominantly Arab East Jerusalem and the housing construction already underway would continue.
   The PNA has strongly rejected Netanyahu's plan because it does not include Jerusalem.
   Abbas arrived in Chile on Tuesday night after visiting Brazil and Argentina, in a bid to seek support from the United Nations to recognize the existence of a Palestinian state. He will also visit Paraguay and Venezuela.
   Chile hosts some 450,000 Palestinians, one of the largest Palestinian communities outside the Middle East.  (Finance Roll)
 
China top court improves handling of gun, explosive cases

   BEIJING, Nov. 26 (Finance Roll) -- China's Supreme People's Court (SPC) has published a revised regulation on handling criminal cases involving guns and explosives in order to better protect public security.
   The amended regulation, taking effect on Jan. 1, 2010, expands the scope of gun and explosive-related crimes to cover "illegal storage" of robbed or stolen explosives, or those with unknown origin.
   An unnamed official of the top court said, "The dangerous nature of explosives rests with explosives and guns themselves. It is a legal loophole that the previous interpretation did not include such gun storage, which harms public security."
   The current regulation on hearing guns related cases, promulgated in May 2001, only defines such crimes as "illegal manufacturing, selling, transporting and mailing explosives and guns."
   The SPC statistics show Chinese courts have handled about 2,500 gun and explosive-related cases annually since 2002.
   The official said the police and courts had cracked down hard on criminal cases involving guns and explosives that seriously threatened social order.
   For people who were charged with crimes involving explosives in production and operating activities, lenient sentence should be handed out to those without any evil intention, he said.
   The country would "continue to make great efforts in cracking down on gun crimes and will not lower down the criminal penalties stipulated in the current regulation," the official said.
   The revision also clarifies the definition of using explosives as means of production. It says using explosives to build road and houses, dig wells and in farming, among others, are deemed legal.
   The official said this clear definition could help crack down on using explosives in "illegal production activities."  (Finance Roll)
 
Vietnam to hold 15th ASEAN Transport Ministers Meeting

   HANOI, Nov. 26 (Finance Roll) -- The 15th Association of the Southeast Asian Nations (ASEAN) Transport Ministers Meeting and the 28th ASEAN Senior Transport Officials Meeting will be held in Vietnam from Dec. 7 to 11, according to the website of the Ministry of Transport of Vietnam on Thursday.
   The meetings will review the implementation of the ASEAN Charter and discuss the overall plan for the ASEAN Economic Community.
   Delegates will also discuss ways to enhance transport cooperation among member countries of the bloc and to build the ASEAN Transport Strategy for the 2011-2015 period.
   Apart from meetings among transport ministers and senior transport officials of ten member countries of ASEAN, there will be ministerial-level conferences between ASEAN member countries and other dialogue countries.
   These conferences include the 8th ASEAN and China Senior Transport Officials Meeting, the 8th ASEAN and Japan Senior Transport Officials Meeting and the 1st ASEAN and the Republic of Korea Senior Transport Officials Meeting.  (Finance Roll)

   MANILA, Nov. 26 (Finance Roll) -- A son of the governor of a southern Philippine province on Thursday surrendered himself to the authorities after he and his family clan are tagged as prime suspects in Monday's massacre of at least 57 unarmed civilians.
   Andal Ampatuan Jr., son of Maguindanao Governor Andal Ampatuan Sr. and mayor of Unsay town, is now in custody after military took over the provincial capitol and two municipality halls in the province, government officials said.
   "Datu Unsay is now on board an Air Force chopper en route to General Santos city to be turned over to Justice Undersecretary Devanadera," an official with the Office of Presidential Advisor on Mindanao Affairs Jesus Dureza told Xinhua.
   Dureza, a veteran government official on the peace progress of the restive Mindanao region, heads the crisis management committee of Maguindanao massacre and has been in talks with the Ampatuans. (Finance Roll)

Philippine gov't troops take control of Maguindanao capital

   MANILA, Nov. 26 (Finance Roll) -- Philippine government troops forces took over the provincial capital of Maguindanao Thursday to restore order in the province, site of Monday's carnage that left 57 people, including journalists, dead.
   Col. Jonathan Ponce, spokesman of the Sixth Infantry Division, said in Thursday's press briefing, that the troops took control of the provincial capital around 7:25 a.m. He could not say how many police personnel were involved in the effort.
   "We also secured all vital installations in the area to pre- empt possible sabotage. All thoroughfares in the area were secured and we're trying to disarm civilians carrying firearms," he said.
   He said the military will coordinate with the police to arrest massacre suspects.
   Philippine National Police Director General Jesus Verzosa told dzBB radio Thursday that they have arrested several gunmen belonging to Datu Unsay Mayor Andal Ampatuan Jr., a son of Governor Andal Ampatuan Sr. The military on Wednesday also started to disarm more than 200 para-military soldiers loyal to the Ampatuans.
   The Ampatuans, the most powerful family clan in the Muslims- dominating Maguindanao, are considered the top suspects, police said.
   The massacre occurred as around 100 militiamen herded a caravan of about 60 journalists, lawyers, and supporters of Buluan vice town mayor Esmail Magundadatu to a remote area in broad daylight before attacking them with M-16 rifles and machetes.
   The convoy is expected to witness Magundadatu's wife to register him as the governor candidate in next year's provincial election -- a post Andal Ampatuan Sr. wants to hand over to his son.
   Police and soldiers have discovered 57 bodies at the site of the massacre.
